Of course, the government has no jurisdiction over individuals residing overseas. I’m not even sure if the emails are read. The purpose of opening this channel is not really to catch the thousands of overseas dissidents. They can’t. This is simply an act of 打草惊蛇. The less courageous may be scared off.
