In this day and age, information can be generated by one set of computers and another set of computers may execute plans and functions based on computer generated information as any cold and pragmatic human manipulator could. Conspiracy theories and political manoeuvres can be created by non-human entities programmed to troll or spread propaganda. The whole chain reaction, with or without human involvement, may take place even before humans are aware of what is going on.
